About Scott Koegler
Scott Koegler is a nationally recognized subject matter expert in Public Housing Repositioning and Project-Based Vouchers. His affordable housing career started in 2001 with the U.S. Department of Agriculture Rural Development as an Area Specialist for Multi-family Housing. These responsibilities included reviews of proposed budgets, financial statements and audits, and on-site compliance and physical inspections. During Scott’s time at USDA Rural Development he created tools to improve compliance reviews and physical inspections. Scott also developed processes to improve troubled properties.
Scott started service at HUD as a Portfolio Management Specialist in 2014 where he gave program oversight and technical assistance to agencies in the Public Housing and Housing Choice Voucher program areas. In January 2022, he was promoted to Supervisory Management Analyst at the HUD Milwaukee Field Office where he oversaw all public housing authorities in Wisconsin and Portfolio Management Specialists in the Milwaukee Field Office. Scott was a national Subject Matter Expert for Public Housing Repositioning and was the lead repositioning expeditor for the Upper Midwest Region. He was also a Subject Matter Expert on HCV Project-Based Vouchers serving on the national working group to improve Project-Based Voucher oversight and develop guidance for the HOTMA changes to the HCV-Project-Based Voucher program.
