About Scott Koegler
Scott Koegler is the principal consultant for S.C. Koegler Consulting, LLC. S.C. Koegler Consulting provides expert guidance on affordable housing compliance primarily for HUD Public Housing, Housing Choice Vouchers and other HUD-PIH specialty programs. S.C. Koegler Consulting also provides advisory services for USDA Rural Development and the Low-Income Housing Tax Credit program. Scott Koegler is a nationally recognized subject matter expert in Public Housing Repositioning and Project-Based Vouchers.
Scott retired from HUD Public and Indian Housing program in March of 2025 after over 25 years in federal affordable housing. Scott started S.C. Koegler Consulting after his retirement from HUD to continue assisting housing authorities and other affordable housing providers navigate the complexities of federal affordable housing programs. Scott worked in HUD-Public Housing from 2014 until 2025 as a Supervisory Management Analyst and Portfolio Management Specialist in the Milwaukee Field Office. Prior to HUD he was an Area Specialist at USDA Rural Development in the Multi-Family Housing program from 2001 until 2014.
Scott is a retired military veteran with service on both active duty and in the National Guard. Scott served for over ten years as an infantryman in the U.S. Army including service in Operation Desert Storm. He completed his military career in the Air National Guard as a member of the Security Forces including service in Operation Enduring Freedom.
